Navigate to X-Plane 11/Custom Scenery/ and open scenery_packs.ini with a text editor. Your global scenery should generally be listed lower in the file (near the bottom), while airports and city add-ons are at the top. An incorrect order will cause the updated global scenery to be overridden by the default.
This is different from a “content update.” You are not getting new 3D buildings, improved night lighting, or XP12-style forests.
Purchase a legitimate copy of X-Plane 11 (it is often on sale for $30-$40). Then, use the community-updated scenery enhancements (like HD Mesh v4) which are completely free and legal from the author’s website.
