Warmth is not the same as Armor Rating. A full set of Daedric armor has a massive armor rating, but its Warmth is surprisingly mediocre. Conversely, a set of Fur armor has low defense but will keep you alive in a snowstorm.
The Resist Frost enchantment does not affect Warmth. They are separate systems. Resist Frost reduces frost damage from spells and dragons; Warmth affects exposure rate. However, the Fortify Warmth enchantment (rare, disenchant from found gear) directly boosts your warmth rating.
