    M tasks Bond with protecting King’s daughter, Elektra King (Sophie Marceau). Elektra has taken over her father's oil empire and is constructing a new pipeline. She has recently been the target of kidnappers led by a notorious terrorist named Renard (Robert Carlyle), who previously held her for ransom. M believes Renard is now targeting Elektra to disrupt the pipeline.

    James Bond (Pierce Brosnan) is assigned to protect the beautiful but dangerous Elektra King (Sophie Marceau), the daughter of a murdered oil tycoon. A shadowy terrorist named Renard (Robert Carlyle) — a man who literally cannot feel pain due to a bullet lodged in his brain — is after a nuclear submarine and a secret pipeline. Bond must stop a global catastrophe while unraveling a shocking betrayal. The famous title comes from the Bond family motto: "The World Is Not Enough."     The story opens in Bilbao, Spain, where James Bond (Pierce Brosnan) meets with a Swiss banker to retrieve a large sum of money. The money belongs to Sir Robert King, a British oil tycoon and friend of 'M' (Judi Dench). During the meeting, Bond deduces that the banker intends to kill him.
